The Junta will be organized by the illustrious diocesan bishop from Barquisimeto, Victor Jose Diez, and presided by the untiring Presbyterian Juan Pablo Wohnsiedler, who are committed to the arduous task. On December 1st of 1878 the reinauguration of the Hospital takes place, and the rejuvenated building fulfills again its purpose of giving health and relief.

Ten years later, the expansion of Barquisimeto signaled the urgency of creating a medical center adapted to the growing need of assistance. This is how the noted doctor Luis Razetti, president of the Board of the "Hospital de la Caridad" (founded at the expense of the old San Lazaro), addresses the State Legislature to demand a health center better staffed and modernized and proposes to decree the reorganization of the then current hospital.
